BCPS Reviewing Impact of Frozen Federal Funds

Morganton, NC – Monday, July 14, 2025

Burke County Public Schools is closely reviewing the impact of a nearly $1 million freeze in federal funding due to an ongoing nationwide review by the U.S. Department of Education. The funding delay, totaling $987,612 for BCPS, affects key services that support instruction, health, safety and English Language Learner programs.

Superintendent Dr. Mike Swan said, “These are funds we were counting on to support critical positions. As we prepare for the start of the school year, our top priority remains protecting our students and staff. We are committed to making informed decisions, retaining personnel, and minimizing any disruption to student learning.”

The withheld funds were slated to support the following positions and programs in Burke County:

  • 2.25 English Language Learner positions
  • 1 Instructional Technology Facilitator
  • 1 School Nurse
  • 2 School Resource Officers
  • 4 Secondary Instructional Coaches

Statewide, the North Carolina Department of Public Instruction (NCDPI) reports that more than $168 million in grant funding is being held due to the federal review. Programs currently under review include:

  • Title I, Part C – Education of Migratory Children
  • Title II, Part A – Supporting Effective Instruction
  • Title III, Part A – English Language Acquisition
  • Title IV, Part A – Student Support and Academic Enrichment
  • Title IV, Part B – 21st Century Community Learning Centers

Swan said, “In Burke County, we are already feeling the strain of this federal freeze. We appreciate the state’s efforts to restore these funds as quickly as possible, and we remain committed to finding solutions that keep our schools safe, staffed, and supportive for every student.”
